Abstract
The Changzhou Metrology Institute invests a lot of money each year to purchase a variety of assets. But as time goes on, it is hard to timely and clearly knows how many assets the unit has, which department they distribute, where they store and how they are used. Besides that, the asset utilization efficiency is low and the repeat purchase rate is high. When employees turn over or their jobs change, the asset transfer is not complete, which makes it difficult to quickly and completely find out the assets he or she preserved. This situation can result in the loss of the assets. Responsibility is not clear, verification and inventory workload is heavy and error rate is high. All of these have brought a lot of work problems and errors to asset management department. There often exist the phenomenon such as account discrepancy and big discrepancy between book value and the real value.
At present, the traditional manual management methods and general asset management software can't solve all the problems above. On the basis of fully researching and analyzing the assets management business needs raised by the Changzhou Metrology Institute, this paper designed and developed the assets integrated management system. This system manages and tracks the entire process of assets from purchase to the end of their whole life cycle, which not only fixes many problems in assets management such as wastes and drain of assets but also enhanced the assets management level and work efficiency.
The major functions of the assets management system include:
(1) Managing the daily operation of assets. Mainly including assets purchase, outbound, add, modify, transfer of assets and borrow, return, scrapping, maintenance, depreciation, daily management work. Each asset can also attach a photo, which makes it convenient to check the valuables. All the approval processes become electronic. (2) Asset depreciation. The system automatically calculates asset depreciation and generates month depreciation report. (3) Assets monthly report. Users can query and print

out assets monthly report. (4) Assets integrated query. A single or a group of fixed assets can be queried. (5) Low-value non-durable equipment management. (6) System maintenance function. Maintaining system by the system administrator. (7) Security management functions. The user is pided into different roles to have different permissions.
The main characteristic of this paper includes: (1) According to the requirements from customers, this system realized the informatization of standard appliance and fixed The management system realizes the maintenance, duration check and log functions. (2) Providing overall schedule information management function, which makes relevant work can get efficient execution according to the record information. (3) According to the MVC model, this management system is pided into three floors, which makes its structure more clear. By using SSH frame technique in building up those floors, every floor's stability is higher and the logic is more concise. (4) Basing on JavaEE system, this paper realized assets informatization management through B/S model. In this style, the system can be used across different platforms. This model also reduces the burden of the client, increases the efficiency of the server and improves facility-unified management.
