摘要：近几年来，我国为了鼓励发展休闲农业而制定的政策越来越清晰，淮安市也响应号召，因地制宜的发展休闲农业，使淮安市的休闲农业呈现出快速发展的扩张趋势。2015年，部署推动“4+1”现代农业产业发展，大力发展休闲农业，促进淮安市休闲农业的发展。本文主要通过对淮安市休闲农业发展状况的调查，掌握淮安市休闲农业的发展现状，分析其发展过程中存在的问题，并针对问题提出相应的措施，为现代化农业发展提供可行性建议。64690

1 前言
近几年以来，江苏省根据“十二五”休闲观光农业发展计划的要求，围绕率先实现“农业现代化”和“建造美丽江苏”的目标，坚持以服务为宗旨，强化师范、规范管理、重点扶持、提升内质、加大宣传、培育品牌，涌现出了许多有特色、有文化、有情趣的魅力乡村，全面推进了全省休闲农业的持续健康发展[1]。
2 概述
2.1淮安地理条件
淮安市处于苏北平原腹地，位于北纬32°43ˊ00"～34°06ˊ00",东经118°12ˊ00"～119°36ˊ30"之间，位于黄淮平原与江淮平原结合部，地处长江三角洲地区，京杭大运会、里运河、古淮河、盐河四水穿城而过，纵观整个淮安市，无高山峻岭，西部地势高，东部地势低，土壤肥沃，土层深厚，为实现淮安市休闲农业发展的水利化和机械化奠定了良好的基础。正是因为淮安这种地处平原优越的地理位置，使得其农业资源丰富，而发展休闲农业就是需要深度开发丰富的农业资源以利用良好的生产条件。
