摘要工程项目投资是推动我国经济快速发展的重要因素之一,工程项目无标底招标是国际工程界通行做法。伴随着我国加入WTO,无标底招标是工程项目投资日益规范的体现，也是我国与国际工程接轨的一项重要举措，面对巨大的改革浪潮，我国也做出了明智的选择，即逐步试行并不断推广无标底招标而非规避。但是新生的事物总会与旧的存在产生矛盾或是不适应当下的社会经济环境，产生些与当初试行目的背道而驰的现象，主要表现为:我国在无标底招标试行的一段时间里，串标、低于成本价投标等现象时有发生，破坏了建筑市场的经济秩序，损害了业主的利益。本文分析了无标底招标的优势，研究了无标底招标过程中业主的主要风险，并在此基础上提出了业主对无标底招标风险防范的措施。52351

Abstrac Project investment is an important factor in promoting rapid economic development in our country, no base price bidding is an international engineering project practice， Along with China's accession to the WTO, no base price bidding is the embodiment of the engineering project investment is becoming more and more specification， It is also an important measure of our country and the international project.Facing the huge wave of reform,our country made a wise choice,trial to use the Lowest Bid and Spread it Instead of escaping.But new things always can not suite old old conflict current socio-economic environment.So something which we do not want would happen,for example During the time with using no base price bidding, the phenomenon of collusion, below cost bidding, destroy the construction market economic order And harm the interests of the owners. In this paper, it analyzed the risk during the process of no base price bidding,and on this basis,list the measures for owners to prevent the risks of no base price bidding.
