    摘要随着科技的发展和我国加入世界贸易组织,我们对具备中英文双语能力并且具有优秀专业知识的人才有着迫切的需要。本文采用定性方法和定量方法从双语教学的基本概念出发,从双语教的模型,双语教学政策的改变和双语教育的策略这三个方面分析,从而提出更为合理的解决方案。本文提出从国家政策、学校及教师三方面解决双语教学的发展存在的问题。本文通过对双语教学的研究,发现我国与发达国家的双语教学重视程度和两种语言的熟练程度还有很大的距离,希望通过此次论文的探讨,可以有效的推动我国双语教学的发展。49950

    Abstract   In China, with the development of science and technology and our country is a part of the WTO, we have an urgent need for the graduates with both bilingual ability and professional knowledge. Qualitative approach and quantitative approach are both used in this paper, and this paper is based on the concept of bilingual teaching, which is combined with the current situation of bilingual teaching in our country. The paper analyzes the existing problems from bilingual teaching models, changing of bilingual teaching policy and the strategies in bilingual education, in expecting to get more comprehensive view of the problem and find a more reasonable solution in the end. Through the research we can find there is a great distance between China and the developed countries in the emphasis of bilingual teaching and the proficiency of the two languages. We hope the paper can effectively promote the development of bilingual teaching in our country.

    I. Introduction 

    Bilingual education firstly emerged in North America in the 1960s as a kind of method of minority group of people. There were lots of immigrants at that time, thus they couldn’t talk about each other by using the same language. Most of the immigrants were hardly to find a job. In order to solve the chaotic employment, the USA decided to carry out bilingual education. As we all know, successful bilingual education is a very important part of the successful development of bilingual education reform. We should understand the basic connotation of bilingual education. Especially in middle school, bilingual education needed for bilingual teaching and bilingual practice. We should pay more attention to the problems existing in bilingual teaching practice. We also should try our best to solve this problem in bilingual education. Bilingual education means the use of a second or foreign language for the when students teaching in primary school and middle school. Because of the great success in Canada, bilingual education started to develop quickly in other countries. Then a large number of other countries also started to apply the policy of bilingual education, just like Australia, Singapore, France, the United States, India, Canada and so on. Take Australia for example, the bilingual education with non-native language is the teaching of several subjects. Bilingual education is used in math, history, biology class and so on. Bilingual education refers to the teaching Spanish disciplines in the United States. Bilingual education in Canada refers to a form of teaching French is as the intermedium in the English-Spoken countries. So many years later, we are surprised to see that bilingual education has developed so quickly in practical and experimental level.
