摘要纵观全球，语言学习出现了两股热潮——“英语热”和“汉语热”。随着中国经济的快速发展和综合国力的增强，中国的国际地位、国际影响力也随之不断提高，从而使得世界各地逐渐兴起了一股学习汉语的热潮，近年来，这股浪潮更是势不可挡。而在中国恰好相反，人们更热衷于学习英语，特别是在加入世界贸易组织（WTO）、申请举办奥林匹克运动会和举办世界博览会成功后，中国掀起了一股全民学习英语的热潮，但对于自己的母语——汉语，却冷眼相待。本文通过分析中国的 “英语热”和海外的“汉语热”形成的原因以及中国高考英语改革对人们学习英语和汉语的热情的影响，来探究高考英语改革这一语言政策能否给中国学习英语的热潮降温，让国人对学习英语的态度回归理性，并提高他们学习汉语的热情。从而扭转汉语“外热内冷”的局面，让国人更加理性地学习英语,更加重视自己母语的学习。45155

Abstract
Throughout the world, as for the language’s learning, it is obvious that people are crazy about learning English or Chinese. The development of China’s economy as well as the strength of its comprehensive national power lead to the improvement of its international status and influence, which make more and more foreigners keen to learn Chinese, especially in recent years. On the contrary, after China’s entry of the World Trade Organization and success of getting the entitlement to host the Beijing Olympic Games, and Shanghai World Expo, Chinese people show much more interest to learn English, but are indifferent to learn Chinese. This article will analyze the reasons which cause the "English fever" in China as well as the reasons which cause the "Chinese hot" overseas, and then analyze the influence of The English College Entrance Examination Reform Plan on learning English and Chinese to assess whether The English College Entrance Examination Reform Plan can make Chinese people realize the importance of learning their mother language, Chinese, and weaken their enthusiasm on learning English or not, so as to narrow the gap between the popularity of learning Chinese and English for Chinese people.

1. Introduction
1.1 A brief introduction of the English Craze in China
That Chinese people are crazy about learning English can be dated back to the early modern China, and actually it occurred before the formal English education in China. Zhenhuan Zou(2002) said that there were two times of English Craze in China in the 19th century. One was the so-called Pidgin English happened in Hong Kong, Guangzhou and other places as a result of the need of making trade with the western countries in a period over 30s to 50s in the 19th century. The other one was the boom of publishing foreign materials and the trend of learning foreign language, especially learn English, for the communication with foreign countries was deepened, which happened in Shanghai from 60s to 80s.
