Equivalent to the role of pigs in Animal Farm, there exists an Inner Party in Nineteen Eighty-Four which has a similar three-tiered social structure. The Inner Party, the ultimate ruling class, is at the top of the pyramid, accounting for less than 2% of the whole population. They function as the mind of the Party. As the head of the state, they have access to luxury goods and comfortable life that other two classes are deprived of. Next comes the Outer Party, educated workers, amounting to 19-20% of the population. They echo to the pigs and dogs in Animal Farm, helping to maintain the governing of the head. Though it seems that they may enjoy some privileges as party members, they indeed are the most pathetic group, living a sandwiched life between the Inner Party and the Proles. They are not entitled to the comfortable life led by the inner party members nor the free, corrupted life of the proles. Materially, they lead a poor life without enough to eat, to use, to wear. Even the repair of a window-pane, if you can not do for yourself, can be held up by a remote committee for two years. Spiritually, isolated from both sides, they are slaves deprived of personal feelings and thoughts and are spied on all day long by the Party through telescreens, or their colleagues, their neighbors, worst of all, their own families. The one at the bottom is composed of the masses of ordinary people, or called Proles, taking up 85percent of the population of Oceania. Just like animals of lower class in Animal Farm, the proletariat, or the working class, live outside the organism of the Party and is free from its supervision as these people are looked upon as unintelligent gullible people, posing no danger to the absolute control of the Party. As the Party slogan puts it: “Proles and animals are free(Orwell 173).” The Party thinks that the proles are natural inferiors who must be kept in subjection, by application of a few simple rules.
To keep them(the proles) in control was not difficult. A few agents of
the Thought Police moved always among them, spreading false rumors
and marking down and eliminating the few inpiduals who were judged
capable of becoming dangerous; but no attempt was made to indoctrinate
them with the ideology of the Party. It was not desirable that the proles
should have strong political feelings. A ll that was required of them was a
Primitive patriotism which could be appealed to whenever it was necessary
To make them accept longer working hours or shorter rations.(Orwell 173)
