Abstract Education and culture are inseparable. Culture, as the spiritual anchor of a country and nation, has a profound effect on education. Primary education is the foundation of the educational cause, so it is the great significant part of education. According to the different cultures between the U. S. and China, the paper compares the teaching methods, curriculum, teachers and teaching ideas between the U. S. and China in primary English teaching by adopting some ways, such as theoretical research and comparative analysis. It can not only achieve the goal of common development, but provide some experiences for primary English teachers and give us some inspirations to reform and develop Chinese primary English teaching means.

I. Introduction
Education and culture interact with each other. Education, as a great momentous part of culture, is the main pattern of culture. Therefore, different cultures between the U. S. and China bring different educational models distinctively. Inpidualism is the fundamental principle and ethic of American society. At the same time, it is the main sense of value in American education. However, Chinese education is affected by Confucianism that students listen to the teachers without making any noises. As globalization developing, English, as an important tool for economic, cultural, and scientific exchanges with foreigners, is focused seriously by the Ministry of Education, so it decides to run English courses all over the country. Since 2002, primary English teaching has boomed greatly in China. Therefore, there are more and more students to learn English at primary school. As a result of the tendency, the Ministry of Education issued a new policy about primary English, and the dominant teaching objective was the basic abilities of listening, speaking, reading and writing. In the 21st century, with the development of economy, our primary English teaching has gained great achievements through the reform and improvement of education. For instance, educational scale, modals and teaching methods are improved. However, it is still in an exploratory stage and there are many problems, when we treat our primary English teaching objectively and calmly.
