近年来，服务外包已经成为上海现代服务业发展中一个新业态。发展服务外包产业能使上海加快与世界经济接轨的速度，同时也是建设国际化大都市的战略选择。服务业高度发达是目前世界经济发展的主流，在制造业趋于饱和的情况下，承接国际服务外包是上海发展现代化服务业的重要途径。发展服务外包产业还可优化上海的产业结构，加快产业升级。
发展服务外包产业是上海扩大对外开放的重要途径。承接服务外包是上海先行探索服务贸易的发展方式，充分发挥上海发展服务贸易基础好、潜力大的优势，全力提升上海市服务贸易发展的质量和水平，并带动和促进长三角地区服务贸易的整体发展，为我国服务贸易又好又快发展探索和积累经验。因此积极推动上海服务外包的发展具有重要的意义。通过对资料文献的查阅，分析了上海发展服务外包产业的可行性，结合上海在服务外包行业存在的比较优势和劣势，通过SWOT分析提出发展服务外包的基本策略。
